AIM OF POLICY: To ensure that Northumbria Police effectively and efficiently manages property.

BENEFIT OF POLICY: Ensures that Northumbria Police maintains an effective and efficient property management system.

REASON FOR POLICY: Northumbria Police acknowledges the right afforded by Article 1 of the Human Rights Act 1998, to the enjoyment of possessions. In carrying out its duties, the force will not seize, retain or dispose of property except where it is lawful and in the public interest.


DESCRIPTION OF POLICY:

Northumbria Police maintains a co-ordinated and standardised approach to property management across the Force to ensure security and safety in property management and to provide auditing facilities which will assure integrity and withstand scrutiny.

The Force has a computerised property system which provides facilities and features which emphasise the appropriate management of property, according to its nature, by the officer who is responsible for it. It also provides forcewide search facilities and accessibility to management information for all staff involved in property matters, thereby enhancing the quality of service provided to the public.

In conjunction with the property system, comprehensive instructions are provided to staff, including the underpinning legislation affecting property management, roles and responsibilities, Health and Safety issues as well as the procedures to be adopted according to the nature of the property and the circumstances surrounding its seizure, retention and disposal.
