Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')
Thank you for your email dated 1st February 2011 in which you made a request for access to certain information which may be held by Northumbria Police.
As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.
"For you force area, for the period spanning the last SIX years (since January 2005), can you please provide details of:
The number of fatalities resulting from road accidents, in your force area (a month-by-month breakdown will suffice).
The name and area of the road where each fatal road accident occurred (for example, the A1, at Felton, Northumberland)
The number of cars involved in each fatal road accident
The age of the deceased in each road accident fatality."
We have now had the opportunity to fully consider your request and I provide a response for your attention.
Following receipt of your request, searches were conducted with both the Operations Department and Collision Records of Northumbria Police. I can confirm that the information you have requested is held by Northumbria Police, however we are unable to supply the information to you for the reasons I have set out below.
This information is not in an easily retrievable format. To provide data which meets the criteria of your request would entail a member of staff retrieving over 300 RTC records where a fatality had been recorded and manually viewing each file to extract the road on which the incident occurred, the number of vehicles involved and the ages of the deceased. Even at a conservative estimate of 10 minutes per record, which we have considered as reasonable, we have estimated that to locate, retrieve and extract the information specific to your request would take in excess of 53 hours, therefore Section 12 of the Freedom of Information Act would apply. This section does not oblige a public authority to comply with a request for information if the authority estimated that the cost of complying with the request would exceed the appropriate limit of 18 hours, equating to £450.00
You should consider this to be a refusal notice under section 17 of the Act for your request.
However, in order to provide you with some assistance, under Section 16 of the Freedom of Information Act 2000, I can advise that the Tyne and Wear Traffic and Accident Data Unit (TADU) carry out the statistical function on behalf of Northumbria Police and they may be able to assist you with your request.
