Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')

Thank you for your email dated 9 August 2010 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked:

  1. Does Northumbria Police Authority currently have a financial deficit in its budget?

  2. If yes, what is the current deficit figure?

  3. And, if yes, what are the reasons for the deficit?

  4. What financial reserves does Northumbria Police Authority currently have at its disposal?

  5. How much does Northumbria Police Authority plan to spend on management consultants in the 2010/11 financial year?

  6. Will the Northumbria Police Chief Officer team accept any bonus payments during the 2010/11 financial year?

  7. If yes, please confirm the amounts (anonymised)

  8. How many non-operational police officers currently work for Northumbria Police?

  9. What roles do these non-operational officers perform?

  10. How many Agency Staff currently work at Northumbria Police?

  11. How many volunteers does Northumbria Police deploy and what is their total cost to the force?  Do not need Special Constables included.  Do want the cost of equipment, clothing and training included plus any other costs incurred by volunteers.

  12. How many police staff posts are funded from partnership money?

  13. Please provide a list of all such partnership funded police staff posts.

In response:

We have now had the opportunity to fully consider your request and I provide a response for your attention.

  1. As the information you have requested at these points of your request is accessible by other means I have not provided you with a copy of the information and will rely on Section 21 of the Freedom of Information Act 2000.  You should therefore consider this a refusal for these parts of your request.

    I have provided an explanation to this exemption below.

  5. The Police Force have no plans to spend on management consultants in the 2010/11 Financial Year, however, to confirm that the Police Authority have no plans this question would also need to be directed to them.

  7. The amounts have not yet been determined.

  8. As of 13 August there were 35 officers in non-operational posts.
