Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')

Thank you for your email dated 2 August 2010 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked:

I request information on the following if possible:

Learning & Development Senior Management Teams (SMT):

Period April 2008 - April 2010

  1. Since the new structure how much has been spent on out of force expenses by the SMT, this should include all events such as meetings, developmental days, please include food.

  2. How much has been spent in the same period on development of non SMT, below grade G, their meetings etc!

  3. Is there a full time funded position of Specials Coordinator / Trainer if not what role currently does this and at what additional payment to the individual/s.

  4. How are the current projected cuts going to affect the Training Budget, job cuts, impact on front line policing.

  5. How many of the SMT have been to each of the Area Commands / Departments to understand the policing needs and not what they perceive to be needs.

In response:

We have now had the opportunity to fully consider your request and I provide a response for your attention.

Please note however, that when a request is received and the applicant is either anonymous of suspected to be using a pseudonym, there is no lawful requirement to deal with such requests under FOIA because the criteria defined under Section 8 of the Act is not met, ie states the name of the applicant, and can technically be regarded as invalid.

However in this instance we have considered there is no harm in disclosing the information you have requested and can therefore provide the following response.

  1. £40026.23 - this includes vehicle hire, taxis, subsistence, accommodation, travel costs, conference fees, training, hospitality and miscellaneous.

  2. £33496.85 - costing as above.

  3. Responsibility for the development of Specials currently is located in many areas with the key coordination of programmes undertaken by a Local Training Officer Supervisor. This does not attract additional payment.

  4. No information held.  There are currently no projected cuts known.

  5. All SMT members have visited and are active in working with Area Commands & Departments to understand their L&D needs.  Additionally the L&D planning team are constantly working with stakeholders in these areas to develop effective learning solutions aligned to the needs of operational policing.
