Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')

Thank you for your email dated 8 November 2010 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked:

  1. "The total amount of speeding offences that have taken place on the A193 Beresford Road, Seaton Sluice, for the years 2008 until present?

  2. The amount of speeding offences that have taken place during the day, or at night time?

  3. What type of vehicle speed equipment apparatus was used to record the offences?

  4. If the above question states that the speed detection apparatus shows the Vascar being used, can you please provide me whether it was pre-fed or Dial in Distance checks and the two reference points used to record the speed?

Am a little concerned that you state on your original reply that it would entail a lengthy manual search to obtain this information? I would have thought that Northumbria Police would have the latest IT systems / data to provide such answers in a quick proactive manner."

In response:

We have now had the opportunity to fully consider your request and I provide a response for your attention

Please note this request has been aggregated with your previous request, FOI 0670/10, due to cost/time implications, as they relate to the same subject area.

  1. 1,400 offences have taken place on the A193 over period specified.  3 of those offences are endorsable tickets.

  2. The 3 endorsable tickets were issued at 22.30 hrs, 20.10 hrs and 22.53 hrs.  Camera data re day/night is attached in the document below.   

  3. 1,397 offences were captured using our mobile cameras ( LTI 's).  3 offences were seen by traffic officers and endorsable tickets were issued using vascar equipment.

  4. Pre-fed and dial in distance are one in the same.

2 of the above endorsable offences were caught using the "following check" system which means that the traffic officer has sight of an offending vehicle, he uses a point on the road that the vehicle passes, notes time and speed of his vehicle and then when he passes the same point he is able to work out the speed.

A manual check of the tickets has provided the following information:-

Offence 1 was caught using the "pre-fed check", the reference points used for that offence are:-
1st point - southern keep left bollard travelling towards Whitley Bay, 2nd point - is the metal bollard adjacent to the carriageway by the bridge, again going towards Whitley Bay.

Offence 2 was a "following check system" offence, we are unable to provide the reference points for this offence.  Please note there is no requirement for this information to be recorded on the reverse of a ticket.

Offence 3 was a "following check system" offence, the reference points used for that offence are:-

1st point - shadow from lighting on bridge, and 2nd point - as road was wet, used a puddle.
