Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')

Thank you for your email dated 29 July 2010 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked:

"Thank you for your partial answer to my FOIA request.

I must admit that I was under the impression that the speed limit on this section of Dudley Lane had been 50 mph however if record show that it was in fact 40 mph then I stand corrected.

You have said that you cannot answer my questions 1 - 6.  In order to add clarity to my FOIA request can I amend the nature of my request in line with what information you have provided.

  1. You have indicated that the speed limit is the responsibility of the Highways authority and I will make a FOIA request to them in relation to this question.

  2. As above regarding the justification for the reduction in the speed limit.

  3. You have indicated that the speed limit was reduced in 2001. Northumbria Police do hold details on the number of fatal or serious injury accidents within their police area.  (To the best of my knowledge this is held by Accident Stats section of the CIB at Cramlington).  Can you therefore please let me know the number of fatal/serious injury RTCs in the section indicated from 1998 until 2001 inclusive.  Please ensure that this is restricted to the section where the speed limit was reduced from 40 mph to 30 mph ie where the mobile speed camera is located.

  4. How many of theses were children of school age?

  5. How many fatal or serious injury RTCs were there from 2002 to 2004 inclusive. ( Again restricted to the same area where the speed limit has been reduced)

  6. How many of these were children of school age?

  7. I will contact the Department for Transport regarding their guidance.

  9. You have not answered this question regarding community complaints. Are such figures collated by Northumbria police?

In response:

We have now had the opportunity to fully consider your request and I provide a response for your attention.

As advised earlier, this request relates to the same subject area as your previous request, FOI 0398/10 - Speed Camera, and as such these requests have been aggregated for costing/time purposes.

Please note that we have only responded to questions 3-6 and 9, as indicated you will direct your other questions to the relevant organisations.

3-6.  Northumbria Police holds no information specific to these parts of your request.  The Tyne and Wear Traffic and Accident Data Unit (TADU) carry out the statistical function on behalf of Northumbria Police and they may be able to assist you with these parts of your request.

9.  Searches conducted with Northumberland Area Command and the Northumbria Road Safety Initiative (NRSI) have found that no complaints have been received specific to this site.  However, it should be borne in mind that complaints regarding speeding are made to various bodies, for example:-
- Local Councillors
- Members of Parliament
- County Council Officers
- Local Council Officers
- Area Forums
