- There are differences in the number of victims recorded than the numbers of crimes on Questions 1a) and 1b), this is because not all offences have a victim recorded, these are often Regina crimes (i.e. where the victim has been recorded as Regina or business/ organisation), where the victim does not wish to prosecute.
