The alleged conduct (in summary):

On 10^th January 2025: 

• DS Hogg amended an internal police document referring to a police visit conducted on 9^th January 2025 to the home address of a member of the public [Person C] and to state information that he knew was false and did not believe to be true.
• DS Hogg made a statement to a supervising Detective Inspector, when asked about a discrepancy between the information recorded in that document and by Police Constable A on police systems in relation to the police visit conducted on 9^th January 2025 to the home address of Person C, that he knew was false and did not believe to be true.
• DS Hogg told Police Constable A to change back information that officer had recorded and subsequently amended on police systems in relation to the police visit conducted on 9^th January 2025 to the home address of Person C. DS Hogg told Police Constable A to change the information back on police systems because a supervising Detective Inspector had noted a discrepancy between the information recorded in the document and the entry recorded by Police Constable A on police systems.

It is alleged that the officer’s conduct at (1), (2) and (3) above breaches the Standards of Professional Behaviour relating to Honesty and Integrity and Discreditable Conduct, and amounts to Gross Misconduct.

The Chair of the Misconduct Proceedings, Assistant Chief Constable 7231 Alastair Simpson has made the following orders pursuant to section 39(3)(c) of the Police (Conduct) Regulations 2020:

• There shall be no publication of any information that may lead to the identification of any non-police witnesses or members of the public that are referred to or described in misconduct case papers or during the misconduct hearing.
• The member of the public referred to as ‘Person C’ in this public notice of hearing and the associated misconduct case papers is granted anonymity in the misconduct proceedings and shall be referred to accordingly in the same as ‘Person C’.

If you wish to apply to attend the hearing, you must book no later than 1pm the previous working day.  This is to allow for sufficient time to progress the application.  Any requests received after this time will be unable to be processed in time for the hearing and therefore will be rejected. 

The identity of victims/witnesses may be protected during the hearing as appropriate.
